The next meeting of the Abeytas-Sabinal Zoning District will be Wednesday, December 10, 2025 at 6:00 PM at the Sabinal Community Center. All meetings are open to the public.

ASZD Meeting Minutes
Oct 8, 20225
The Meeting was convened at 6:02 pm by Comm. Sandoval. The roll call showed all commissioners to be present, except Joe Leyba. Besides the 4 commissioners, 21 guests were present, most from the District and a few who live close to it. The minutes of the last meeting were approved and 10 hard copies of it were given to those who had requested it.
■ The Agenda for this meeting was amended to add a Discussion Call for the following by
Comm. Tibbets. They covered 3 topics that dealt with 1) activation of the Steering
Committee, 2) Visual Aids for the Oct. 22 meeting and 3) a request to illustrate pros/cons of Setbacks on the Oct. 22 meeting.
■ A vote to revive the Steering Committee was successful as moved on by Comm. Salas and seconded by commissioner Black. There was discussion on what the Steering Committee would do. Various explanations were given, centered around the Steering
Committee as a group of helpers. It was made clear that everyone, whether Commissioners or Steering Committee members, are volunteers. Comm. Tibbets mentioned that he could have used help from a Steering Committee to make calls to residents about meetings. Mr. Jason Husbands raised the question about how many people were needed to make the committee work properly. Comm. Tony Black felt that a minimum of 5 people would be needed, with the upside number depending on the workload.
■ Cyrl Dodough, a District resident, volunteered to join the Steering Committee. A few of the commissioners openly welcomed volunteers, but the reaction was silent.
■ Much misinformation exists about the purpose and history of the Commission, mostly centered around suspicions about what “rules” might do to impair the residents. One such misconception is that garages would be banned, as feared by resident Vicente Chávez, who plans to build a garage here. Another piece of misinformation was voiced by guest Tom Tinnin who surmised that the Commission’s origin was the result of a local disagreement between two residents. Guest Ken Armijo explained to Mr. Tinnin that the Cobisa Project of 2002 was the reason for its creation. Another misconception is that a new ordinance would force residents to make costly changes or modifications in their homes or businesses. But the new ordinance would add the so-called “grandfathered in” clause explained Comm. Sandoval. Existing homes and businesses would not have to modify. New businesses would have to follow the new ordinance.
■ Comm. Black introduced a motion to move the Commission meetings to once a month.
The motion was seconded by Comm. Salas and the motion passed.
■ The Farmers’ Market ended its year with $695, which while modest, shows its consistent ability to attract local farmers, with buyers happy to get fresh produce. We all want it to grow in 2026.
■ Comm. Sandoval announced the next meeting dates after the October 22 meeting as November 12 and December 10.
■ Vincente Chávez volunteered to make and post a sign and noted the change of the Commission meeting dates.

October 22, Abeytas-Sabinal Zoning District minutes
Call to order at 6:02pm
Commissioner Roll call – all commissioners except commissioner Leyba were in attendance.
The agenda was motioned and approved by the commissioners
The minutes from the October 8th meeting were motioned and approved by the commissioners.
Open Forum – Commissioner Salas opened the discussion identifying the rules of engagement and identified the protective nature of having a zoning district. Examples included the Cobisa energy project and the battery reclamation project that were both defeated and not allowed in the district. The RETA power project was also diverted around much of the Socorro county. He reiterated the intent of the zoning district is not to be involved in personal property management.
Commissioner Salas proposed a resolution to adopt a new set of Guiding principles to include:
After discussion the resolution was voted on passed.
Public Comment – A question arose about what constitutes a Quorom and if those in attendance would have voting rights at the meeting. Because the meeting is open to the general public it is believed the commissioners would have the voting rights.
Tom Tinning spoke on the need for no government involvement. Mr. Hauser asked if we could have the county provide insight into the status of the roads within the district. Mr. Ramirez spoke on his belief that there was no commission involvement after the heavy rains and MRGC ditch breaks. There was a question about a 2 acre minimum lot size. Mrs. Marquez asked how the public outreach was going to be organized and suggested this be a subcommittee within the steering committee. An individual mentioned no knowing the district and the regular meetings existed, Mr Stump spoke on not needing the district. Mr. Tinnin once again spoke on the need for less government involvement.
Open Discussion - Commissioner Sandoval Thanked Mr Tibbets and Mr. Leyba for serving on the commission. He reminded all that voting would take place on November 7th. Commissioner Black suggested inviting MRGCD and a County road individual to the next meeting.

- This Zoning district is “we the community” dedicated to be the stalwart legal entity to oppose intrusion of dangerous unsafe or unhealthy development.
- We will not duplicate county, State or Federal Services and requirements that are already in place regarding private development.
- We will only provide community-consensus regulations not otherwise provided by the State of NM or County of Socorro Only on a very rare basis for very essential and pressing matters (ie: Cobisa or Sun Zia level activity)
- We will seek opportunities to provide information and advocacy to serve the best interests of the community.
After discussion the resolution was voted on passed.

Land Use Ordinance

The Abeytas-Sabinal Zoning District sub-committee is currently working on changes to the original proposed Land Use Ordinance. The new proposed ordinance will be presented when that process has been completed. At that time there will be a minimum of one public meeting for public comment on the revised proposed ordinance.
The original proposed ordinance was posted prior to the September 10th meeting. Following the open forum at the September 10th meeting a sub-committee was formed to revise the proposed ordinance. The original proposed ordinance that was discussed during the September 10th open forum can be emailed to you upon request. Use the Contact Form on the last page of this website to request a copy.
